Fred was born April 5, 1944, in Bridgeport, CT, to Alfred J. Liggins, Sr. and Beatrice Kubasko Liggins. He was a graduate of Trumbull High School where he excelled in multiple sports and was among the first inductees into the Trumbull High School Hall of Fame. As a lifelong resident, Fred served many years as a police commissioner and devoted much of his time to the town of Trumbull. He loved listening to '50's music and was a true sports enthusiast. He enjoyed playing golf at Oronoque Country Club where he was a member for over 30 years and made many lifelong friends.
